Human Resources Specialist

The incumbent performs complex, sensitive, project work characterized by a high degree of difficulty and responsibility within the Human Resources Management Service.
Ensures proper, complete and accurate maintenance of the e-OPF (electronic official personnel folders).
Releases a variety of personnel actions from Workflow into e-OPF in a timely manner; and ensures timely and appropriate follow-up on pending actions or any items requiring suspense.
As the final reviewer/signer of personnel actions, the incumbent ensures the accuracy of the nature of action, authority code, remarks, and other coding components.
Coordinates the renewal of Medical Center Memorandums MCM's for HRMS.
Maintains a tracking system for MCM's ensuring that policies are distributed to appropriate staff to update prior to sending out for collaboration within the Medical Center.
Conduct reviews of all files (Recruitment and Placement, Awards, Recruitment, Relocation and Retention (RRR) Incentives, JOA's, SF-52's etc.
) for compliance with annual and special internal CARDS/Oversight and Effectiveness (O&E) assessments.
Participates in special projects and studies; develops or modifies plans related to centralization of personnel services, and advises the Chief and Assistant Chief on resource management issues, including work year utilization, pay, personnel levels, and workforce performance and funding and prepares various reports, reviews documents and briefing materials.
Assist and conduct reviews of Fee Basis Appointments for compliance.
Develops methods of measurement that provide a valid assessment of the success of the Personnel accountability program, position management program (to include compensation flexibilities) and the employee Staffing and Recruitment program or related initiatives with established goals and objectives.
Ensures measurement methods adequately identify the impact of changes in order to serve as a useful tool for differing levels of decision makers, and takes appropriate action(s) to correct any inefficient, inadequate, or invalid measurement methods.
Analyzes and evaluates all programs; identifies problems or deficiencies; typically provides workable solutions; and implements improvement plans to meet established goals and objectives.
Assist with the development of alternative agency strategies and assesses trade-off between conflicting HR requirements and issues related to implementing agency employee programs, policies, and regulations.
Plans, initiates, and/or conducts program surveys, studies, or evaluations, and evaluates trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs for Salary Adjustments, Personnel Accountability, and Staffing and Recruitment actions.
Develops collaborative relationships within all levels of the organization based on trust, integrity and professional competence.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
