Administrative Officer

Analyzing the administrative workflow and problems to establish and develop operational procedures to ensure proper functioning of all organizational components of the Service. Participating with Chief, EMS in planning implementing, and evaluating all programs relative to administrative support services, including systematic review, space utilization, equipment management, control of funds, and systems analysis. Assisting with personnel management program of the service. Acting as a liaison with Human Resources Service concerning personnel related matters including:
recruitment, classification, employee relations, the performance appraisal process, employee awards, pay/leave administration, training, travel, EEO programs, workman's compensation. Providing assistance to supervisor and staff concerning Federal and agency personnel processes and procedures and keeping supervisor informed of the status of on-going personnel actions. Monitoring all corrective actions to ensure closure by Service staff, contractors or other Medical Center personnel. Providing service-specific orientation of new staff and sets up clinic profiles and computer access. Reviewing and analyzing budgetary and fiscal data, and Reviewing financial reports to assure accuracy and compliance. Monitoring expenditures and forecast changes that require reprogramming of funds for assigned areas of responsibility. Establishing and maintaining necessary controls to supply system management with desired information for effective financial management. Serving as a member of various committees regarding resources. Preparing short and long-range service objectives applicable to the Service; equipment utilization and needs with thorough justification; staffing (vacancies; turnover); space needs and recommendations; overtime usage and justification; assigned Health Systems Review Program reports; and personnel management issues including disciplinary/adverse actions and status of training. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Working in collaboration with human resources regarding position management, staffing, recruitment, performance management, pay administration, employee and labor relations; Assisting in writing position descriptions, preparing performance plans and appraisals, processing training requests and drafting disciplinary and adverse actions. Working in administrative management areas such as budget forecasting and fund control point management, contracting, equipment procurement, inventory management; Providing service-specific orientation of new staff and sets up clinic profiles and computer access. Planning, monitoring and executing the annual budget for the service. Applying analytical and evaluative methods and techniques to issues or studies concerning and efficiency and effectiveness of program operations carried out by administrative personnel. Utilizing various computer software programs to complete assigned projects, studies, narratives and statistical reports and reviews; Developing reports by collecting, analyzing, and interpreting data from multiple sources; OR Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related; OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level education to qualify for positions at grade GS-11. You will be rated on the following Competencies for this position:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
