Supervisory Safety & Occupational Health Specialist

Serves as the principal safety and occupational advisor to Medical Center's Senior leadership team. Justifies operating expenditures including staffing requirements, interprets new safety & health and environmental legislation and recommends the adoption or implementation of specific policies and procedures. Maintains a working knowledge of all regulatory agency requirements as they pertain to the safety program. Required to respond to any requests, directives, reports and/or inspections conducted by these agencies. The agencies include, but are not limited to, the Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), Committee on Accreditation of Rehabilitation Facilities (CARF), College of American Pathology (CAP), Environmental Protection Agency (EPA), Department of Transportation (DOT), National Safety Council, the National Fire Protection Agency (NFPA) and the National Health Physics Program Office (NHPP). Plans, organizes and conducts a comprehensive inspection activity, evaluates the effectiveness of occupational safety requirements in the work environment, assesses the degree of compliance with applicable regulations and standards and develops changes and modifications to a broad range of work processes, equipment operations and protective devices to minimize injuries to patients and employees and damage to agency property. Plans, organizes and administers inspections of internal and external buildings as well as Community Based Outpatient Clinics, Outreach Centers, Nursing Homes, etc., to ensure compliance, reports any deficiencies and ensures corrective actions are taken. Administers an information management system which generates mishap, injury and illness data for the agency and identifies specific hazardous conditions that require an in-depth analysis and subsequent implementation of measures to control or eliminate unsafe conditions. Lead responsibility for planning, designing, implementing, monitoring and evaluating program operations to achieve compliance with VHA, OSHA, TJC, NFPA, EPA, DOT, CARF, CAP and state and local ordinances. Manages and leads the workforce of Occupational Safety and Health to recognize compliance gaps, assess compliance strategies, resolve environmental deficiencies, minimize risks and utilize staff, equipment and monetary resources effectively. Sets short and long-range goals, develops strategic plans, leads development and implementation of performance improvement indicators, assigns work based on priorities, instructs employees on technical and administrative matters. Provides direct supervision to employees performing a variety of duties within the scope of Occupational Safety and Health Programs. Develops performance standards, writing position descriptions, evaluating work performance, scheduling work and leave, counseling of employees whose performance is marginal or unsatisfactory, initiating disciplinary actions when necessary and addressing employee complaints. Determines staffs training needs and obtains resources for continuing education. Coordinates the Industrial Hygiene, Green Environmental Management, Fire Safety, Construction Safety, Radiation Safety and Occupational Safety/Health programs, ensuring safe, compliant and prepared work environments. Develops and directs healthcare system wide educational training for health care managers and employees in occupational safety and health regulations, practices and procedures. Develops and directs a comprehensive education and training program involving safety, occupational health, fire protection, emergency preparedness and environmental stewardship. Provides technical and administrative supervision to a unit of administrative support staff. Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. Identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority. Advises the Associate Director and key staff and provides special expertise and knowledge on program and policy issues, which affect the facility's program and operations. Participates in the development and approval coordination of directives, white papers, policy matters and related documents. Determines the need for, and the development of organizational skills including observance and evaluation of performance of all personnel assigned to the service and provides direct supervision. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Undergraduate and Graduate Education:
Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines:
safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR, Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Managing safety or occupational health program elements; Developing and recommending safety and occupational health policy to higher levels of management; Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subject; Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
The work is mostly sedentary; however, walking, bending and climbing are required to inspect various activities, equipment, and structures. Occasionally the work requires moderate physical exertion. When the job requires inspection of structure or construction, climbing of ladders and scaffolding, crawling, stretching, agility and dexterity may be demanded.
