Government Information Specialist (Privacy Officer)

Implements, manages and monitors, the Privacy and FOIA programs. Distributes information, prepares facility-specific policy guidance, and reviews facility processes and workflow. Ensures information is appropriately safeguarded, used, and disclosed. Reviews contracts and other facility agreements for privacy and other appropriate language. Assesses the facility privacy posture through evaluation of the facility's collection, use, storage and maintenance of sensitive personal information. Advises management and staff on Title 38 U.S.C. Section 5701, 5705 and 7332, Privacy Act, FOIA and HIPAA requirements, policies, and procedures. Researches, analyzes, and responds to facility FOIA requests. Prepares responses to privacy inquiries from Congressional Offices, Human Resources, News Media, and requests related to HIPAA-privacy complaints in conjunction with the VHA Privacy Office. Provides assistance with the investigation of privacy-related inquiries and provides required information or materials. Processes complaints and investigates allegations of inappropriate activities related to facility privacy practices, using, accessing, disclosing or releasing individually-identifiable health information. Investigates data breaches, and suggest appropriate remediation. Enters privacy complaints, incidents and data breaches into the Privacy and Security Event Tracking System (PSETS). Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience in positions that required knowledge and understanding of Title 38 U.S.C. Section 5701, 5705, and 7332, the Privacy Act and FOIA legislation and implementing regulations, HIPAA Breach Notification and Privacy Rules, Executive Orders, Federal and agency policies and procedures, case law, and precedent decisions related to information collection, disclosure, security, privacy, and protection; experience is positions that required knowledge of regulatory, licensing, and accrediting agency requirements, such as Joint Commission, Office of Special Counsel, and Office of Inspector General related to collection, use, maintenance, storage and release of health information; experience in positions that required knowledge of research processes and procedures related to protection of data, research regulations, court decisions, and VA/VHA policies; analyzing data collected from monitoring activities to identify trends and risks; and experience in positions that required implementing, managing and monitoring Privacy and FOIA programs You will be rated on the following Competencies for this position:

Physical Requirements:
The work requires privacy walk-throughs throughout the facility, travel to surrounding CBOCs and visit to local Business Associates place of business or record storage locations, so there may be on certain days a lot of walking. Other than the limited amount of walking there are no unusual physical demands.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
