Biomedical Equipment Support Specialist

Providing Lifecycle management of all medical systems such as imaging, life support, dialysis, and monitoring to include physical and network support. Coordinating incoming inspections, regular and unscheduled maintenance, and planning for end of life replacement in conjunction with clinical services. Utilizing common test equipment including, but not limited to patient simulators, pulse generators, network analyzers, test phantoms, electrical safety analyzers, oscilloscopes, and multimeters. Maintaining functional knowledge of relevant safety codes and standards of regulatory bodies including, but not limited to, The Joint Commission (TJC), National Fire Protection Association (NFPA), Food and Drug Administration (FDA), Nuclear Regulatory Commission (NRC), Association for the Advancement of Medical Instrumentation (AAMI). Documenting all work performed in the computerized maintenance management system (CMMS) in accordance with regulatory body requirements, the Office of Healthcare Technology Management (HTM) Documentation of Services policies and guidelines, and other requirements. Adhering to VA Medical Device Cyber Security policies and procedures in pre-procurement, during system implementation, and throughout the life of the system. Executing VA policy when responding to network incident response due to infection, loss of services due to policy changes. Functioning as a Contracting Officer Representative (COR) and keeping appropriate certification levels. Utilizing government contract procedures and documentation requirements to develop statements of work, sole source justifications, other applicable documentation (VA Form 6550, Independent Government Cost Estimate (IGCE), etc.). Investigating and documenting Repairable Medical Device (RMD) recalls and safety alerts issued through the VA Alerts and Recall Management System (ARMS). Maintaining knowledge of medical technology, including scientific advances, network protocols, and vendor changes. Focuses on professional development in all areas of medical technology lifecycle management including technical skills. Providing training and education as appropriate to medical technology end users and staff. Basic Requirements:

Experience:
Must possess an Associates degree in Biomedical Electronics Technology, Biomedical Equipment Technology or Biomedical Engineering Technology or in a related technical field such as Electronic Technology or Information Technology and two years of experience as a Biomedical Equipment Support Specialist, Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer, or Information Technology Specialist; OR, Must possess a Bachelor's degree in Biomedical Engineering Technology or in a related field such as Electronics Engineering Technology (EET) or Information Technology; Completion of a military training program in biomedical equipment and two years of experience as a Biomedical Equipment Support Specialist or Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer or Information Technology Specialist. Physical Requirements:
Incumbent must be able to stoop, reach, kneel, crouch, and maintain intense concentration for long periods of time under most adverse conditions, such as troubleshooting, repairing and/or calibrating life-saving equipment while it is monitoring and/or supporting the life of a patient. Heavy lifting (over 40 lbs) can be accomplished by getting assistance when needed. Circuit repairs required adequate eyesight and dexterity for working on high-density boards. References:

Experience:
Knowledge of a wide range of sciences including, but not limited to, electronics (analog and digital), computer science/networking, mechanical engineering design, pneumatics, hydraulics, chemistry, physiology, medical terminology, anatomy, optics, and biology to perform duties of a broad scope and nature on complex and sophisticated patient-related medical systems and sub-systems. Ability to perform advanced testing and troubleshooting of medical devices involving their interfaces and connections to information systems either directly or through the hospitals hardwired and wireless networks. Knowledge of codes and standards relevant to safe operation of medical instrumentation such as National Fire Protection Association (NFPA), Food and Drug Administration (FDA), Nuclear Regulatory Commission (NRC), the Joint Commission (TJC), and the Association for the Advancement of Medical Instrumentation (AAMI). Skill in the use of all types of test and calibration equipment such as digital multi-meters, electrical safety analyzers, defibrillator analyzers, patient simulators, digital oscilloscopes, pulse generators, and Local Area Network (LAN) analyzers in performing troubleshooting/repair and preventive maintenance activities. Ability to configure and maintain medical servers and desktop computers. None beyond basic requirements. Assignment. Entry level. Employees receive guidance from experienced staff & require frequent direction from supervisor. Provides support of basic medical equipment & systems to include:

Experience:
At least one year of experience equivalent to the GS-5 grade level. In addition to the experience above, candidates must demonstrate all of the following Knowledge, Skills, and Abilities(KSAs):
Ability to read, interpret, & apply a great variety of technical data such as schematic drawings, wiring diagrams, table charts, mathematical expressions & formulas. Ability to learn equipment maintenance, operating procedures, & repair procedures from training materials & courses. Fundamental knowledge of electronics to include analog, digital & microprocessor theory, pneumatics, hydraulics, optics, electro-mechanics, physics, basic networking, & chemistry. Knowledge of the use of standard level test equipment to include, but not limited to, multi-meters, electrical safety analyzers, patient simulator, storage oscilloscopes, manometers, tachometers, etc. Knowledge of anatomy, physiology, medical terminology, medical equipment, & technology. Knowledge of basic networking, computer/server hardware/software & information technologies & computer virus protection software, available software patches and upgrades, & information security tools (i.e. Microsoft Office, Windows operating systems, McAfee, etc.). Provides support of medical equipment & systems to include:
installation, preventive maintenance, troubleshooting, repair, reliability, calibrations & safety; supporting basic biomedical equipment such as infusion pumps; PCA pumps, feeding pumps, suction pumps, defibrillators, clinical video systems, hypo/hyperthermia units, vital sign monitors, physiological monitors, dental equipment, & other patient care devices; performs and documents all repairs & preventive maintenance activities; ensures that the data is correctly entered into the medical equipment management computer system. Utilizes schematic drawings, wiring diagrams, & technical manuals as guidelines for accomplishing work. Uses specialized electronic test gear or software to analyze, evaluate, diagnose, troubleshoot, calibrate or repair analog & digital microprocessor controlled, computerized or networked digital systems. Makes determinations as to whether systems are safe for patient & operator use & initiates appropriate corrective action when necessary. Performs incoming inspections on new medical equipment & systems to determine that all government safety regulations, manufacturer's specifications, contract requirements, & needs of the user are met. Contacts vendors & their representatives to obtain information on equipment & coordinate problem resolution. Monitors the quality of vendor service provided and ensures satisfactory and timely completion. Provides tactful instruction to equipment operators on proper use of equipment to avoid use error recurrences; documents appropriately; instructs on operator level preventative maintenance. Provides biomedical equipment related technical training to peer & staff. To qualify for the GS-9:

Knowledge of electronics & electricity including analog & intermediate digital electronics to test, calibrate, maintain, & repair biomedical equipment & moderately complex biomedical instrumentation systems. Skill in the setup & use of standard & advanced level test equipment to perform precise & detailed analysis of the operating & design characteristics of equipment & initiate repairs, reconfiguration, or redesign of moderately complex medical systems. Skill in applying theory, concepts, techniques, design characteristics, operation, & functions to assist and support installation, operation, test, maintenance, repair, design, & modification for a comprehensive range of medical equipment connected to networks or other operating systems. Ability to evaluate practical & technical information from manufacturers, contract specifications, manuals, & historical data in order to perform analysis required to make effective recommendations concerning operation, maintenance, & repair of medical equipment. Ability to perform testing & troubleshooting of medical devices involving their interfaces & connections to other medical devices, clinical systems, or information systems either directly or through the hospitals hardwired and wireless networks. Ability to use application software & hardware as it relates to the operation and diagnostics of medical equipment. Knowledge of computer equipment with a wide variety of software to input and retrieve data as required, & to prepare a variety of specific working documents & forms such as spreadsheet, database, word processing, & other similar products. Employees serve as developmental level 2 BESSs & receive minimal guidance from more experienced staff. Provides support of medical equipment & systems, install, maintain, safety test, calibrate, troubleshoot, & support medical technologies such as sleep lab monitoring systems, GI endoscopic systems, dental imaging equipment, surgical equipment, & clinical laboratory equipment. Performs & documents repairs & preventive maintenance activities & ensures data is correctly entered into the medical equipment management computer system. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
