Financial Management Specialist

This position is in a Consolidated Patients Account Center (CPAC) in the organization of the Deputy Director of Operations with the position serving as the Facility Revenue Manager (FRM) located on-site at a medical facility. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by consolidation of billing and collection activity supported by medical center based utilization review, data validation and customer service functions that are organizationally aligned with the consolidated center. The FRM serves as the Medical Center manager for revenue-related issues from both CPAC and Medical Center staff, and is responsible for the development, enhancement, and analysis of operational procedures between both administrative and clinical services to maximize collections. In this position, serves as a revenue subject matter expert on local facility committees, Program Management Office (PMO) workgroups, CC committees, and any national initiative aimed at enhancement of revenue activities. Duties include, but are not limited to Organizes Facility Revenue Tech (FRT) work activities Prioritizes conflicting deadlines and tasks; Monitors workload; Monitors computer security menus and keys for staff to ensure minimal use is needed to perform job duties; Updates telework agreements as appropriate to ensure accurate agreements are maintained, including validating telework indicators for Human Resources. Monitors reports (such as Pre-Service at Risk, Post-Service at risk, Non-VA Care. Billing WIP, Non-VA Care Current Activity, Prosthetics Billing WIP, Daily and Weekly Billing WIP) to ensure timely account resolution. Approves or denies leave requests and certifies time & attendance records. Conducts regular productivity reviews and quality reviews of the work performance of FRTs. Orients new staff members and ensure training is provided for all employees as necessary. Evaluates work performance and recommends performance awards. Initiates disciplinary and proposed adverse actions when necessary. Counsels employees as necessary on substandard work and noncompliance with policies governing conduct. Interviews applicants and makes selections. Participates in Equal Employment Opportunity matters and Alternative Dispute Resolution to discuss and potentially resolve issues that have arisen in the workplace. Monitor the debt relief for High Risk Veteran Suicide project. Performs other duties as assigned. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Evaluating facility revenue programs using qualitative and quantitative analytical methodologies sufficient to analyze revenue trends. Utilization of the Code of Federal Regulations, OCC, PMO, Medical Center, and Fiscal policies and procedures as well as Hospital Directives pertaining to Release of Medical Information, Revenue Program, Eligibility, and HIPAA regulations. Application of medical terminology and procedures common to specialty services to document billing instruments, make appropriate entries in various operating programs, and to deal effectively with clinical staff, patients, and health insurance carriers. Skill processing several types of billing to communicate with Patient Advocates and different government agencies such as DOD, Tricare, Champ VA, Allied Beneficiaries and Sharing Agreements on a variety of revenue-related items such as billing, revenue collections, and reimbursements. Analyzing information that comes from Insurance software to ensure reimbursement for dollars expended to pay for private-sector treatment for our Veterans. Administering hospital wide automated systems such to generate reports, exam billing and collection data. Skill and ability to work under stressful situations with individuals from wide and varied backgrounds while maintaining tact and diplomacy. OR, Education:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
