Health System Specialist

Provides direct support to top management by analyzing, involving, advising on, and/or coordinating health care delivery systems and operations at the West Palm Beach VA Medical Center and Clinics. Also provides staff support on administrative and clinical issues and high level conceptual input into complete top management deliberations and decisions involving the direction of medical center requirements and programs. First-hand experience developing and managing such programs as SharePoint. Evidence of organizing and executing system-wide projects that require cooperation and action from multiple stakeholders. Ability to understand and communicate the function of tools required for use by staff to include 4Cast/AMTIS Assists in development of information submitted from the medical center to the VISN or VHA headquarters, which includes statistical and demographic information for various medical center health care programs and special reports required by the VISN Director. Serves as the senior subject matter expert to the Management Analysts and Administrative Officers at the service level providing mentoring and guidance. Manipulates data from a variety of complex data sources and software programs (VSSC, VISTA, SAIL, CPRS etc.) Conducts management studies in organization entities with critical problems; conducts and integrates cyclical management studies and conducts studies with systematic internal reviews and Management Briefings. Is the first line supervisor and provides technical and administrative supervision to a unit of of Patient Relations, Program Specialists, Health System Specialist, Program Analyst. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization:
One year of experience as a Health Systems Specialist the Executive level. AND, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have degree in a major study in an academic field of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of experience and education. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field? This work may have been performed in an operating health care facility or a high organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement You will be rated on the following Competencies for this position:
Knowledge of analytical tools and methodology to apply with expertise and ability to apply a wide range of qualitative and quantitative methods for the improvement of complex clinical operating systems and processes. Ability to compile and understand the complex data such as provider productivity, specialty productivity, veteran enrollment, and financial found in systems such as VHA's Support Service Center (VSSC), and Corporate Data Warehouse (CDW), as well as locally developed applications. Extensive knowledge of healthcare organizational structure, missions, programs, healthcare delivery system and relationships, such as facility resources, community resources, programs and medical school affiliations in order to collect and analyze facility-level data to make high level decisions. Ability to understand clinical informatics, demand forecasting and business economics. Ability to analyze and evaluate data concerning workload, productivity, costs, etc, obtained from a variety of databases and reporting systems. Knowledge of policies and directive to initiate change and/or revisions as appropriate and knowledge of professional services and equipment. Skill to plan, organize and direct team efforts across organizational lines, including ability to monitor progress to ensure that realistic objectives and milestones are established, to clearly assign responsibilities, and to get mission requirements accomplished. Ability to effectively communicate, both orally and in writing and an ability to grasp conceptual ideas and exercise original thought where there is an established time limit for deliberation, consultation, and evaluation. Knowledge of the principles of financial management and resource management to included an understanding of the VHA resources allocation model, cost allocation and accounting systems such as DSS/MCAS. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The work is primarily sedentary which may require some periods of walking, standing, and slight physical effort. Work is performed in an office setting with adequate lighting and climate controlled conditions. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
