Administrative Officer

The AO assumes oversight for identifying, acquiring, and retaining the resources necessary to accomplish the ED and Occupational Health department objectives. This includes managing personnel, funds, equipment, space, information technology, systems, and structures. The AO works with Fiscal Service and service leadership to formulate operating budgets and independently monitors execution of the budget. The AO makes resource allocation decisions involving the department funds, including but not limited to:
performing cost-benefit analysis to justify contracts, fee basis staff, intermittent staff, permanent staff/services, and/or equipment; preparing funding and staffing requirement requests; utilization and planning of fund control point budgets; approving individual expenditures for all nonrecurring cost items; and managing capital assets of assigned services, including new equipment purchases and review of the annual equipment inventory list (EIL) with key clinic personnel. The AO recommends changes in staffing, requests for new equipment, and other budgetary changes and needs to the appropriate department leadership, assuring requests are submitted timely with the proper justification.The AO is responsible for reviewing and implementing organizational chart changes, position descriptions, and individual performance standards. In addition, the incumbent provides guidance on leave administration, disciplinary actions, recruitment and placement, position management, position classification, and continuing educational activities. The AO reviews and analyzes memoranda, regulations, and policy statements issued by VA, VHA, VISN 8, WPBVA, the Joint Commission, and other regulatory bodies. He/she implements and may direct implementation of revised policies and procedures, ensuring compliance with the directives. The AO coordinates service-level quality management activities including but not limited to:
Systems Redesign projects; service and departmental level quality assurance, audits, and process improvement; and ensuring the service and/or department is compliant with all associated rules and regulations. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade G-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
project management, data analytics, running reports and writing skills and proficient with Microsoft Office suite, Payroll, EPAS, OPPE, credentialing equivalent to at least the GS-7 level OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education (in excess of the first year or 18 semester hours) to meet total experience requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets. Work is typically performed in an adequately lighted and climate controlled office. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
