Accountant

Duties my include, but are not limited to:
Assists in providing accounting and cost reports, financial statements, and other information data reflecting the interrelation of Accounting and cost budgeting. Assists in devising procedures and methods to accommodate data for preparation of financial reports and financial/cost related analytical studies. Maintains all real property accounting records, ensuring proper coding/costing for transmission to the appropriate capital accounts, including work in progress, for all funds. Performs monthly reconciliation of real property assets recorded in the general ledger to subsidiary accounting records. Reconciles work I n process amount with Engineering in order to ensure timely capitalization of completed work. Responsible for determining useful life of assets and processing of depreciation adjustment entries. Responsible for the monthly reconciliation of personal property with subsidiary records maintained by A&MMS and takes appropriate action to clear all discrepancies in a timely manner. Responsible for computation and processing of the end of month adjustment for bad debt and the allowance for contractual adjustments. Ensures that general ledger account balances are accurately stated and that the net receivable value is correct for all refund and reimbursement receivables in all funds. Assist in working with Information Resource Management Service (IRMS) to interface accounting systems software packages with current programs. Reconciles all un-applied deposits to general ledger entries and ensures timely processing to clear items from all suspense and budget clearing fund accounts. Works closely with the payroll section to clear all transactions within the 90-day allowable time frame. Acts as the lead for the Voucher Examiners and the Accounting Technicians, providing guidance and training when required. Assists in ensuring documents associated with returned checks, invoice processing, public vouchers for refund, over payment and ills of collections are processed on a timely basis and proper controls are implemented. Performs quality assurance reviews, program audits, special reviews and analyses to ensure the integrity of financial operations. Prepares special reports and financial statements relative to the financial condition of various funds as directed. Other duties as assigned. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below. Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.) OR Combination of education and
Experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the Basic Requirements above, applicants must also meet the requirements for the GS-11:
Specialized
Experience:
Applicants must posses at least one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. This experience must have been equivalent to at least the GS-09 level in Federal service AND must be reflected on your resume to be found qualified for the position. Examples of specialized experience would typically include but are not limited to:
Researches and analyzes discrepancies or problems noted and determines the corrective entries required to adjust accounts. Also recommends actions to prevent recurrence of similar discrepancies. OR Education:
3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR Combination of specialized experience and education which is qualifying to meet total qualification requirements for the GS-09 grade level. (Transcript Required). The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
