Biomedical Equipment Support Specialist

Providing Lifecycle management of all medical systems such as imaging, life support, dialysis, and monitoring to include physical and network support. Coordinating incoming inspections, regular and unscheduled maintenance, and planning for end of life replacement in conjunction with clinical services. Utilizing common test equipment including, but not limited to patient simulators, pulse generators, network analyzers, test phantoms, electrical safety analyzers, oscilloscopes, and multimeters. Maintaining functional knowledge of relevant safety codes and standards of regulatory bodies including, but not limited to, The Joint Commission (TJC), National Fire Protection Association (NFPA), Food and Drug Administration (FDA), Nuclear Regulatory Commission (NRC), Association for the Advancement of Medical Instrumentation (AAMI). Documenting all work performed in the computerized maintenance management system (CMMS) in accordance with regulatory body requirements, the Office of Healthcare Technology Management (HTM) Documentation of Services policies and guidelines, and other requirements. Adhering to VA Medical Device Cyber Security policies and procedures in pre-procurement, during system implementation, and throughout the life of the system. Executing VA policy when responding to network incident response due to infection, loss of services due to policy changes. Functioning as a Contracting Officer Representative (COR) and keeping appropriate certification levels. Utilizing government contract procedures and documentation requirements to develop statements of work, sole source justifications, other applicable documentation (VA Form 6550, Independent Government Cost Estimate (IGCE), etc.). Investigating and documenting Repairable Medical Device (RMD) recalls and safety alerts issued through the VA Alerts and Recall Management System (ARMS). Maintaining knowledge of medical technology, including scientific advances, network protocols, and vendor changes. Focuses on professional development in all areas of medical technology lifecycle management including technical skills. Providing training and education as appropriate to medical technology end users and staff. Work Schedule:

Experience:
Knowledge of a wide range of sciences including, but not limited to, electronics (analog and digital), computer science/networking, mechanical engineering design, pneumatics, hydraulics, chemistry, physiology, medical terminology, anatomy, optics, and biology to perform duties of a broad scope and nature on complex and sophisticated patient-related medical systems and sub-systems. Ability to perform advanced testing and troubleshooting of medical devices involving their interfaces and connections to information systems either directly or through the hospitals hardwired and wireless networks. Knowledge of codes and standards relevant to safe operation of medical instrumentation such as National Fire Protection Association (NFPA), Food and Drug Administration (FDA), Nuclear Regulatory Commission (NRC), the Joint Commission (TJC), and the Association for the Advancement of Medical Instrumentation (AAMI). Skill in the use of all types of test and calibration equipment such as digital multi-meters, electrical safety analyzers, defibrillator analyzers, patient simulators, digital oscilloscopes, pulse generators, and Local Area Network (LAN) analyzers in performing troubleshooting/repair and preventive maintenance activities. Ability to configure and maintain medical servers and desktop computers. Knowledge of contracting regulations, requirements, and specific contract specifications including performance-based contracts. Experience:
Must possess an Associates degree in Biomedical Electronics Technology, Biomedical Equipment Technology or Biomedical Engineering Technology or in a related technical field such as Electronic Technology or Information Technology and two years of experience as a Biomedical Equipment Support Specialist, Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer, or Information Technology Specialist; OR, Must possess a Bachelor's degree in Biomedical Engineering Technology or in a related field such as Electronics Engineering Technology (EET) or Information Technology; Completion of a military training program in biomedical equipment and two years of experience as a Biomedical Equipment Support Specialist or Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer or Information Technology Specialist. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation). Assignment. Responsible for the life-cycle management of diagnostic, therapeutic, & patient related medical equipment & systems. Performs routine & complex tasks involved in installation, maintenance, modification, troubleshooting & calibration of complex therapeutic, diagnostic & life support biomedical equipment. Monitors system backups, file integrity, ensuring network connectivity between systems, servers, databases, & the electronic medical record. Reloads operating systems & clinical application software in the event of system failure & interface with Office of Information & Technology (OI&T) locally & at other sites to keep systems operational. Conducts pre-purchase evaluations & addresses pre-implementation security issues to ensure that medical device isolation architecture (MDIA) requirements are met. Serves as project leader for equipment installation to include:
discussing contract requirements & concerns with the architect/engineer & contractor; identifying site requirements, preparing cost analysis & justifications, preparing site plans & progress reports; acting as project coordinator during installation, testing phases & through to completion of the project to include acceptance testing, planning & coordinating work schedules with other services, arranging utility shutdowns; identifying & ordering materials & arranging for assistance from other trades & crafts as necessary. Responds appropriately to hazard recall notifications concerning medical equipment. Investigates equipment incidents & alerts, cases of equipment damage & abuse, equipment failure reports that cannot be duplicated & medical device security incidents. Member of a Root Cause Analysis (RCA) team when appropriate. Serves as a Contracting Officer Representative (COR) for the purchase of medical equipment, maintenance/repair contracts, & facility projects. Work includes; drafting Request for Proposal (RFP) language, Sole-source justifications, Statements of Work (SOW), conducting market research, product evaluations, evaluating contractor performance, & pre-procurements assessments. Consults & advises clinical & administrative staff in evaluating medical equipment proposed for purchase. Determines when healthcare technology, instrumentation, or systems are obsolete, hazardous &/or not cost effective to maintain. Performs incoming inspections on new & unfamiliar medical equipment & systems upon receipt to determine that all government safety regulations, manufacturer's specifications, contract requirements are met. Attends training from in-house as well as outside sources (e.g. attendance in community college courses, vendor service schools, conferences/seminars, etc.) to maintain & improve working knowledge of medical equipment, including current technology & future advances. Incumbent must be able to stoop, reach, kneel, crouch, and maintain intense concentration for long periods of time under most adverse conditions, such as troubleshooting, repairing and/or calibrating life-saving equipment while it is monitoring and/or supporting the life of a patient. Heavy lifting (over 40 lbs) can be accomplished by getting assistance when needed. Circuit repairs required adequate eyesight and dexterity for working on high-density boards.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
