Must execute position responsibilities that demonstrate leadership, experience, and creative approaches to management of complex patient care utilizing sound clinical judgment. Functions independently with decision-making capabilities. Demonstrates the ability to assume responsibility for the management of complex care problems. Responsible for the administrative a scientific conduct of both the cardiac and non-cardiac components of the VA Surgical Quality Improvement Program (VASQIP) including, but not limited to, clinical screening, data compilation, documentation and entry into the database of all eligible patient cases. The Surgical Quality Nurse ensures that quality nursing care is rendered to patients in accordance with policies, procedures, and the standards of Nursing Service and the VA Medical Center, under the guidance and directives of the Chief of Quality Management or designee. The Surgical Quality Nurse is a VHA facility-designated Registered Nurse functioning as the subject-matter expert for VASQIP data collection. The duties and responsibilities of the Surgical Quality Nurse include, but are not limited to:
Collecting surgical quality data; Ensuring accurate VASQIP data submission process (data entry, interpretation, and timely transmission of the data to the NSO); Managing programmatic issues related to surgical data; Maintaining competency in VASQIP definitions and chart review processes; Participating in VHA facility mortality and morbidity reviews; Collaborating regularly with the Chief of Surgery regarding surgical data and programs, regardless of the specific department to which he/she organizationally reports (e.g., Surgery, Quality Management, or Nursing); Participating in surgical performance improvement activities; Providing ongoing educational activities regarding VASQIP to relevant personnel at the VHA facility. Participates as Member to the Facility Surgical Workgroup Committee. Analyzes VASQIP data and implements action for improving patient care management at the service and/or facility level. Acts as a consultant at the service and/or facility level regarding clinical knowledge of medical care processes and the analytical ability to correlate clinical diagnosis and symptoms with established diagnostic and treatment modalities and applies this to VASQIP reviews. Practice encompasses a program, service or service line. Provides leadership in preparation of clear, precise and clinically accurate summaries of VA Surgical Quality Improvement Program (VASQIP) review findings including their significance and Implications for patient care and the quality of the care provided by the Surgical Service, to the Chief, Surgical Service and other hospital personnel, as appropriate. Initiates appropriate criteria-based clinical record and follow-up reviews for the VASQIP. Work Schedule:

Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:
The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. VASQIP Experience Grade Determinations:
The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. This position requires. potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, pushing and lifting up to approximately 35 lbs. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to use protective clothing in isolation situations or operative invasive procedures.
