Health System Specialist

Demonstrates leadership skills in managing resources and data related to administrative and clinical operations, establishing and sustaining effective interdisciplinary relationships, and promoting effective communication and optimal customer service. Acts as an organizational liaison to the public, internal and external customers, and provides support to Service Chiefs, administrative support staff, and program officials and linking individuals and programs with the Network 8 Office, VA Innovators Network, VA Programs and Central Office. Conduct studies and lead special projects adhering to continuous improvement processes or a formal project management structure. Plans, studies, and prepares programs and organizational strategies for identifying opportunities to improve access and efficiency related to VA prioritized programs, and facilitates the development of creative and innovative quality business practices. Work collaboratively with other administrative and clinical services throughout the Medical Center to plan and promote optimal operational efficiency and effectiveness while assuring appropriate access to care for Veterans throughout the healthcare system. Provides staff support for the governance bodies or ad hoc teams led by the Assistant Director which may include scheduling, developing meeting agendas, coordinating assignments, developing background information and monitoring progress of groups, ensuring appropriate documentation is completed and maintained, as well as serving as Chair/Lead in the Assistant Director's absence. Develops, reviews and edits written communication for the Assistant Director, to include but not limited to, issue briefs, controlled correspondences, action plans, articles for publication, executive decision/position papers, action items, complex memorandums/policies and reports that are provided to or submitted by multiple stakeholders to include internal and external customers such as Patients, Employees, Volunteers, Students, Congressional delegates, local government officials and Veteran Service Organizations. Studies and analyzes program-specific data; compiles final reports of site reviews and evaluations, notes discrepancies, and plans initiatives for effecting remedial actions and/or reaching established goals. Utilizes principles of continuous quality improvement such as Lean, Six Sigma, etc., leads and/or facilitates interdisciplinary teams to evaluate effectiveness and efficiency of operations and to design and help implement new programs, technologies, evidence based practices and/or procedures. Responsible for providing the administrative leadership and coordination in the development, implementation, evaluation, interpretation, revision, and when necessary, corrective action of many applicable administrative functions, activities, operations and programs for organization-wide projects and position management for those Services aligned under the Assistant Director. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. You will be rated on the following Competencies for this position:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
