The Supervisory Human Resources Specialist, ER/LR, provides technical guidance and assistance to management and senior leadership regarding employee labor relations issues in a wide variety of occupations including Title 5 General Schedule (GS), Wage Grade (WG), administrative and clinical, Hybrid and Title 38. The overall responsibilities of the Supervisory HR Specialist (Employee Relations & Labor Relations) include, but are not limited to:
Provides expert management consultative service involving the full spectrum of HR functions on highly complex VISN-wide or equivalent issues. Provides technical guidance, advice and counseling to management officials and supervisors to address issues with workforce-related conduct and performance. Explains rules and procedures to employees and management to help them understand rights and obligations. Delivers training to management and employees on a variety of employee relations topics. Provides consultation on associated program areas, such as reasonable accommodation, leave management and actions of a disciplinary or adverse nature. Researches and interprets legal and regulatory program guidance, including case law, United States Code, Code of Federal Regulations, and VA Handbooks and Directives. Prepares a variety of correspondence on behalf of the agency to address employee and labor-related matters. Reviews third-party involvement in negotiations and represents the network in appropriate cases. Develops management strategies to respond to labor issues. Resolves disputes and evaluates events and/ or identifies aggravating or mitigating factors relevant to the case. Serves as a point of contact on third-party proceedings arising from the labor management programs, represents management at arbitrations and in situations involving proceedings before other third-parties as appropriate. Works with leadership, staff and operational officials, to develop and explore labor relations alternatives to improve policies, techniques and procedures. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. In addition to meeting the Time-In-Grade requirement, you must also qualify based on your experience as described below:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized Experience required to qualify for this position is defined as:
(1) Providing advice and guidance to all supervisory levels on human resources management principles, techniques, acceptable personnel practices as well as statutory, regulatory, and procedural requirements, responsible for succession planning; strategic planning; initiatives; performance measures; performance improvements; implementing VACO/VISN policies/directives; (2) Providing support and guidance to management officials regarding recruitment and placement; compensation and wage surveys; employee relations, labor relations, employee development, information systems, position management, performance management, awards, benefits program which includes workers' compensation, health, life, various leave programs and entitlements; (3) Preparing special recurring reports; (4) Contacting managers or appropriate staff to assist in solving problems or to achieve expeditious action. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
