Administrative Officer

Duties and responsibilities include, but are not limited to:
Communicate with internal and external customers conducting business with the program. Organize and coordinate activities across administrative and organizational lines. Conduct analysis on projects and processes as it relates to service programs. Conduct pharmacy-specific site reviews to evaluate and aggregate administrative, clinical, and safety issues. Prepare, monitor, and analyze various billing, rebate, and expenditure reports for complex programs and initiatives. Perform analysis and/or evaluation of data required for use in the management and direction of programs and projects. Prepare quantitative and qualitative reports thorough evaluation to improve workload, financial stewardship, efficiencies, and/or processes. Develop programs to enhance and support pharmacy service succession planning initiatives. Coordinates project planning, organization, time line development, program evaluation and assessments. Prepare reports and presentations on complex VISN pharmacy programs. Serves as an expert resource for the VISN Professional Standards Boards (PSB) for pharmacists and pharmacy technicians. Facilitates management meetings that include guiding discussions, managing logistics, researching and compiling data, presenting updates, requesting action, and tracking action items until complete. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
Knowledge of VHA and VISN policies, procedures, measures, and of the services provided within the PBM and pharmacy programs to include formulary management, procurement guidelines, inpatient and outpatient pharmacy services, clinical programs, performance measures, fiscal regulations, and human resources. Manage various fiscal components such as fund control points, purchase cards, and educational accounts. Plan, prioritize projects, direct actions, and analyze a broad range of complex programs and processes. Facilitate face-to face meetings and conference calls that include a diverse group of clinical and administrative professionals, manages schedules, agenda and action items. Coordinate, develop, and present complex reports. Knowledge of terminology applicable to pharmaceutical, medical, and financial issues. Advanced knowledge of computer applications such as Microsoft Outlook, Word, Excel, PowerPoint, Access, SharePoint, Teams, Visio, and Pyramid as well as internal/external web applications. Knowledge of enterprise-wide databases and skill to extract and format data from complex databases, to include summarizing and preparing a response. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
