Duties and
Responsibilities:

The incumbent reports directly to Data Center Director and is located at 800 Clematis Street, West Palm Beach. This is a technical data processing position:
responsible for, planning, enhancing and maintaining Palm Beach County Health Department s systems for use by end-users including but not limited to hardware, software and communication components of the system. The incumbent is expected to communicate (by phone or in person) in a courteous and professional manner.

This position is designated as a sensitive and managerial position; incumbent is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Information Security Policies, Protocols and Procedures. Confidential sets for this position:
Computer Data (IT). This position has the responsibility to view confidential information. Responsible for the supervision of staff within the ADMIN-IT includes appraisals, planning and directing their work, approving leave, and having the authority for hiring and taking disciplinary action or effectively recommending such actions.

Countywide Administration and maintenance of the FDOH End User Information Technology Systems. Responsible for planning, installation, maintenance, and troubleshooting of the FDOH end user systems and Help Desk. Duties includes installation, support and maintenance of all supported Information Systems issues with other personnel designated to support information systems at the county regional and statewide levels.

Responsible for the construction of automated systems and liaison for Commercial of the Shelf Software, Web, ensures projects stay on schedule. Works as the lead software architect, project team leader, oversees the development, programming, support for CHD applications, and databases. Ensures system documentation is accurate and complete. Communicates with end-users on a regular basis. Develops and documents standards for use, control, updating and maintenance of databases. Ensuring databases are available in distributed, client-server network when appropriate, increases provider access as well as protect confidential and security of patient data. Works closely with Senior Management to design and program special reports to meets programs and grant requirements.

Reviews and enforces state published policies for CHD Application Development and Cots applications. Develops and implement plans to remain compliant with all approved policies. Ensure end user software/hardware license/warranty comply and at minimum approved version/patch levels.

Work with Data Center Director in budget process as applicable.

Participate in evaluations for the effectiveness of hardware/software, end user computer performance, and utilization of IT help desk staff.

Responsible for supervision and coordination of Information technology department s technical and administrative staff activities; Helpdesk, and training.

Coordinate individual technical staff training plans. Insure all technical training material and procedures are documented and updated on a regular basis.

Oversee Information Technology security, Maintain security list for all IT areas. Performs periodic review of access to servers and alerts FDOH IT Security Officer and suspicious access.

Work closely with other senior management staff to develop and test emergency operations plan COOP-IT.

Establishes local IT Service Team procedures. Provides guidance on policies and procedure mandated at the state level.

Perform other duties as assigned by supervisor or designee.
