Responsibilities:

This position of Laboratory Technician I provides laboratory services in the Palm Beach County Health Department Laboratory located at the West Pam Beach Health Center. Work is performed under the direct supervision of the Biological Scientist Ill-SES.

This position is designated as a sensitive position and is required to maintain confidential Information in accordance with Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Has access to the clinical Information Data-Set. This position will have access to Health Management System (HMS) for Employee Activity Report (EARS) entry and Laboratory Information System (LIS) to verify patient demographics, lab orders and enter results. This position is delegated to view and release medical Information in accordance with CHD rules/guidelines.

Responsible for the drawing of blood samples from patients in all clinics, performing routine venipuncture, utilizing the vacutainer collection technique, syringe technique and the butterfly technique. Collects and processes multi sample specimens in the appropriate type and size container as required for the various tests requested. Obtains capillary blood finger stick-palmar surface for various tests under the appropriate condition as required including but not limited to glucose and microtainer. Collects other types of specimens as needed and instructs patients accordingly. Collects samples on patients seen in STD whose specimens will be forwarded to a reference lab for testing. Directs or escorts patients to checkout process according to current site s procedure.

Performs a variety of Clinical Laboratory Improvements Amendments (CLIA) waived standard laboratory tests and analysis, including urinalysis screens, urine pregnancy tests, capillary glucose with glucometer reader. Performs initial set up procedures of urine cultures, strep screen (throat cultures), GBS, urine GC/CT, etc. Conducts quality control tests with all patient tests performed and informs supervisor of quality control failures prior to entering patient results. Receives and accessions all specimens such as blood draws, Fit, Thin Prep, Dipsticks, Urinalysis, H. Pylori, TB cultures, Stools, etc.


Reviews laboratory requisitions as per procedure for current insurances accepted and against order in LIS for accuracy and completeness, dates and initials the tests collected on provider s orders. Reports and records all test results on appropriate log sheets, requisitions, and initials and dates all work performed. Acts as liaison between patient and clinic.

Maintains a quality assurance program, performs Instrument care and preventative maintenance procedures on all laboratory equipment according to departmental policies and procedures. Monitors and documents assigned temperatures within the laboratory. Maintains appropriate quality assurance records including but not limited to QC, maintenance, corrective action, troubleshooting, etc., inventory of equipment and supplies, and initiates request to replenish supplies. Prepares monthly activity and other reports. Adheres to all Department policies and procedures.

Cleans assigned work area and equipment regularly. Keeps work area organized and stocked with appropriate supplies. Disposes of infectious waste/biohazardous material/sharps according to policy. Follows OSHA Bloodborne Pathogens Standards, Laboratory Chemical Hygiene Plan and adheres to infection control policies. Prepares, processes and packages specimens for transport to the Health Department Main Laboratory and various State and other contractual laboratories adhering to all DOT, CLIA and IATA shipping rules and regulations. Attends departmental staff meetings and communicates with supervisor as needed and on a regular basis regarding problems or concerns.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the basic concepts and principles of the physical and natural sciences.
Knowledge of the procedures, equipment and material used in laboratory testing and analysis.

QUALIFICATIONS

Other job-related requirements for this position:

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

Required to safely wear an agency supplied and appropriately fitted N95 respirator.
